These verses are not referencing apostacy, rather the oaths being referenced is the treaty between the Pagans and the Muslims. Verse 11 can be understood as an extension to 9:4 which says that any Pagan who has honored the treaty and has not broken their oath, you must honor the treaty till the end of the term.
