Irina Vlah was born on 26 February 1974 in Comrat into a family of employees. She is of [[Gagauz people|Gagauz]] and [[Bessarabian Bulgarians|Bulgarian]] heritage. From 1991 to 1996 she studied at the [[Comrat State University]] at the Faculty of Law.
 
From 2001 to 2008 she was a doctoral student at the [[Academy of Sciences of Moldova]] and defended her PhD thesis on the topic "The modern concept of the development of the civil service in the Republic of Moldova".
 
Beginning in 1996, she was a lawyer at a tax inspectorate, and from 2003-2005, she was Head of the Legal Department of the Executive Committee of Gagauzia.

From 2010-2014, she was a member of the Parliament of the Republic of Moldova. From 2010 to January 2015, she was a member of the Political Executive Committee of the PCRM.
 
In 2010, she tried her hand at the elections in Gagauzia, enlisting the support of one-third of the voters in the first round.

On 22 March 2015, Vlah was declared the winner of the [[2015 Gagauzian gubernatorial election|2015 Gagauzian gubernatorial elections]], gaining 51% percent of the vote in the first round, becoming the first female to hold a high executive position in the autonomous region.
