Sengoku was threatened to have his head blown off if he did not stop Benten. |

Although it doesn't sit well with him to be treated like a dog, the former mass murderer is a very capable officer. He can be described as a hotshot, with a taste for action and even violence. He favors rude language, both when he is pissed or joking, when addressing his fellows or even his boss. His weapon of choice is a high velocity pistol and he is very skilled at juttejutsu.
Sengoku is most of the time unwillingly seconded by Varsus, a robot on wheels, which program directives are to remind him not to break the law while on mission. It also congratulates him when completing a mission or reminds him not to drink too much, to which the foul-mouthed Sengoku answers by calling it names, creating a comical effect.
Okyo Jonouchi, the secretary to Hasegawa, has a crush on him. It is unknown if he feels the same about her but he definetely has shown concern when she was in danger.
It has been noted that he has an innate sense of justice, refusing to kill someone just because it would be expedient.

With his giant stature, scarred face, cybernetic eyes and red mohawk, one might take Goggles for the brainless brute of the pack. Quite uncharacteristically, he is depicted as intelligent, well-read, level-headed and maybe the more compassionate of the "hounds". He is a genius computer hacker and seems to be at ease in cybernetics, robotics, biology and genetics.
Nevertheless, his calm behavior hides a violent nature. Due to his skills as a hacker, he is most of the time out of the battlefield. Yet, when fighting, he uses his muscles as well as his brains, making him a very efficient and dangerous opponent. He seems to be fond of heavy fireweapons, such as shotguns, sometimes even illegal.
He drives a van as he is too big to ride a Cyber Police hovercar (a flat, two-places car reminiscent of a Lamborghini) like Sengoku and Benten.
How come he has cybernetic eyes and got heavily scarred is unknown.
His former partner-in-crime, Sara, also appears in the series. Unlike Goggles, she's still a free and active thief. It seems Goggles has feelings towards her. Whether this is reciprocate or they were once involved is unknown.

Named after the goddess of persuasive eloquence, he paradoxically is the most silent, serious and mysterious of the "hounds". A man with feminine looks, Benten is a bishonen (it has been speculated that the influence comes from David Bowie[1]). He wears red make-up on his lips and nails and both his ears are pierced. His hair is white and his hairdo is reminiscent of a kabuki actor's. Being albino, his skin is pale and his eyes are red.
Despite his feminine looks, Benten is an extremely skilled and versatile fighter. His fighting style is acrobatic and based on tremendous reflexes. Benten is so fast he can dodge laser beams. He primarily relies on a special weapon known as the monowire (seen in the cyberpunk movie Johnny Mnemonic), a string he unleashes from his left-hand ring so sharp it severs limbs and slices guns. He usually doesn't use fireweapons but it is revealed he is an elite sniper since he could kill with a single shot in the heart a fast moving mark while facing sunlight.
He seems to be fond of astrology as he can read omens from the alignment of stars. He thus seems a little bit out of place, an old soul in a dystopic cyberpunk environnement.

Hasegawa
Name: Hasegawa, Juzo

Occupation: Dekacho (chief of Police)
A tall, well-dressed man with long black hair, Hasegawa is the boss of the Cyber Police. As such, he is in charge of their explosive collars. A chain smoker, he is always seen smoking cigarettes. He always keeps his gold lighter with him because it is also the communicator and remote control to the collars.
A cold man, he leads his "hounds" with a fist of steel. He is merciless and shows no sign of emotion, not even fear (as seen when several guns are pointed at him). He does not seem morally challenged by his task nor seem to take any sadistic pleasure in threatening his "hounds" to blow their heads off. Although a real policeman, he is not a "good" character, whereas Sengoku, Goggles and Benten are criminals but are not "bad".
Authoritative and cold, he does not talk much. He acts as if programmed to enforce the law: he is as cold as Varsus the robot. But where Varsus is chatty and funny, Hasegawa is sinister. He is assisted by Okyo Jonouchi, a good-hearted young woman often concerned about the "hounds", who thus represents the foil to the cold-hearted Hasegawa.
He is most hated by Sengoku, who intented to kill him.
Note that Hasegawa bears a strong resemblance with two other Kawajiri's main villains: Genji Hakuryu from Goku Midnight Eye and the leader of the Radicals in Wicked City. He is then pictured as the real antagonist to the three anti-heroes.

Okyo Jonouchi

Okyo Jonouchi works closely with Hasagawa in Oedo's Cyber Police. Although her capacity is closer to a secretary, she is still a police officer, and as such can be called to duty if needed. This was why she was trapped in an elevator during an evacuation of a huge skyscraper. She has a crush on Sengoku and often tries to ask him for a date.

Okyo: "Hey tell you what, why don't you buy me dinner?"
Sengoku: "Because I'm tired and pissed off, and you're a cop and I'm a con, and because it's raining and I forgot my umbrella, and most of all I'm broke."
Okyo: "I'll take that as a yes then and see you at half eight."
Interaction between characters
Sengoku, Goggles and Benten are not friends. It is unknown if they knew each other personnally or by reputation before being inlisted as cops. They are forced to collaborate if they want to survive. But one can be ordered to take the other out at any moment. For instance, Goggles was sent to collect a member of the Cyber police who illegally sold datas and was trying to remove his collar. Sengoku was threatened to have his head blown off if he did not stop Benten.
What they share in common is the hate for their boss, Juzo Hasegawa.
