The Philippine Syndicate is a Filipino organized crime organization in the Philippines founded mainly by gangsters in the 1940s to combat foreign gangs. It is now allied with the Sinaloa Cartel. |

Malusia22 is known for creating and editing elaborately-crafted hoax pages pertaining to organised crime in the Philippines. |
===Targeted areas, pages, themes=== |
==History== |
Malusia would typically target pages related to Philippine fraternities such as the Alpha Kappa Rho, and in most cases organised crime pages i.e. Asiong Salonga. |
The Philippine Syndicate was formed in 1948 by Asiong Salonga, Pepeng Hapon and Totoy Golem; three notorious hoodlums from different Metro Manila neighborhoods. Sindikato's roots runs deep in the Philippines. The founders of the Philippine Syndicate were active leaders of various gangs in Tondo, Manila. Gang warfare between poor neighborhoods was the norm during the late 1940s and 50s especially among Tagalog and Visayan speaking youths so the fact that the three ganglords were able to get established enemies to set aside their rivalries upon entry into the Philippine Syndicate was something that was not thought possible. This requirement exists to present day street gangs like Batang Cebu, Oxo, Sigue Sigue Sputnik, Bahala Na Gang, and Batang Mindanao were already into their first and second decade |
and firmly established as self-sustaining entities. |
===Habitual behavior=== |
Sindikato initially recruited violent members to the syndicate in an attempt to create a highly feared organization which could control the black market activities of the Manila slums. Syndicate members claim that in the beginning the overall goal was the territories in Manila but soon expanded nationwide. As new members of the Sindikato spread out into the provinces, they formed blooming street gangs, took many youths under their wing and paired them up with neighborhood gangsters who has the expertise in criminal activities. |

<!-- Indicate HOW they attack here, in general terms. Username patterns go here.--> |
<!-- Give broad indications, do NOT provide "giveaways" |
if they would help evade detection. --> |
*Creates articles under different names, which purport a supposed "sindikato" organisation founded by mobster Asiong Salonga in 1948. As stated by several users, namely WayKurat and Mr. Gerbear, the organisation does not exist per se. Groups whom the sock master associate with "Sindikato" are not affiliated or work with each other, and according to Blake's father, are actually rival factions competing for territory or money. |
*Sources cited merely mention "sindikato" as a transliteration of the word "syndicate", i.e. "ilang miyembro ng sindikato na nagtutulak ng droga..." would translate as "members of a narcotics syndicate...", and does not refer to it as a proper noun, nor do they mention about the group's supposed history or any core info to back it up as a single unified group, or at least a loose criminal coalition. |
*Furthermore, any attempts by other users to have his hoaxes listed for deletion or CSD would be met by further sockpuppetry, as Malusia would create single-purpose accounts in an attempt to canvass votes or justify his deception. |
*User is also seen creating or editing articles related to Philippine cinema, most often entries from current and past Metro Manila Film Festivals, but may shift his/her focus on various other subjects, namely tropical cyclones. |
*User has also been spotted trying to make his articles look legitimate, i.e. "rewrite" the Sindikato article in an attempt to evade detection, though cursory inspection reveals that the page has been copied verbatim from another website. |

By 1961 violence got so bad that the Philippine Police launched a crackdown, raiding a number of their territories and putting syndicate members into prison in the hopes of discouraging their violent behavior. This tactic largely failed. The Sindikato's quest for complete control alienated many other inmates who were fed up with syndicate sanction killing, and . Some of them secretly founded a new prison gang called Sigue Sigue Sputnik. It was established in the mid-1960s at the Munting Lupa Facility in Muntinglupa. Some of the early members were from the Manila area, but Sigue Sigue soon drew inmates primarily from the whole Luzon region. The Philippine Syndicate saw Sigue Sigue Sputnik as inferior and "just a bunch of upstarts hoodlums", or bastards. However, in the 1970s at the Muntinglupa prison, a full scale riot broke out between its apprentice the Oxo gang and Sigue Sigue Sputnik. |

Philippine Law Enforcement believes that the Philippine Syndicate is no longer presided over by a single leadership since the death of their founders.But has splintered into many groups. Many syndicate factions have the authority to order murders and oversee various other criminal activities. They have almost fifty thousand members that help carry out those orders and have the theoretical control of all Filipino street gangs. Members are expected to engage in tests of their loyalty to the Sindikato, which may include theft or murder. The penalty for refusing orders or failing to complete an assigned task is often death. According to the syndicate's constitution, members may also be punished or murdered if they commit any of four major infractions. These include becoming an informant, acts of homosexuality, acts of cowardice, and showing disrespect against fellow syndicate members. According to sindikato policy, a member of the syndicate may not be murdered without prior approval by a vote of three members, yet the murder of non-members requires no formal approval. |

The syndicate groups are organized in various ways, but most are divided into secret, compartmentalized cells, each with a specific function (e.g., surveillance, intelligence, operations, money laundering). They are headed by either one individual or a small group. In many instances, the crime bosses also known as Ninong (Great Uncle or Godfather) are local toughies who went big time by staging daring heists and ruthlessly cutting down rivals, Mafia style. In other cases, as in some kidnap and bank-robbery gangs, they are former policemen or soldiers who use their arms and their connections with the law for criminal ends. |

According to the Philippine National Police the major Sindikato groups / factions are the: |
*Francisco Group - |
Formerly with the Dragon or the Kuratong Baleleng Group, now led by Manuel Francisco, with 6,600 members armed with assorted type of high powered firearms and operates in the cities of Cagayan De Oro, Pagadian and Dipolog, and other neighboring cities and municipalities in the Mindanao (in southern Philippines), Cebu in Visayas (in Central Philippines), and Metro Manila in Luzon (in northern Philippines). *Pentagon (organized crime group) - |
Headed by Tahir Alonto with around 1,680 armed members, engaged primarily in KFR and operates in Mindanao. This group is a creation of the Moro Islamic Liberation Front (MILF). It was organized not only to generate funds for the latter through illegal means but also insulate the MILF from accusations that its members are involved in purely criminal acts. Its leader, Tahir Alonto is the former planning and operations office of the BIAF and the nephew of MILF’s Chairman Al Haj Murad. Relatedly, there are other members of the group who are listed as members of the MILF. |

*Batang Cebu aka B.C. 45 . |
The Batang Cebu aka B.C. 45 gang is an organized prison gang operating in the Philippines. It was founded by convicts in the Muntinglupa Prison system |
*Oxo Gang . |
In 1968 the Philippine Syndicate issued an edict stating that all street gangs would pay taxes on illegal activities and in return they would be offered protection when they entered the prison system. However, this edict particularly offended the Oxo gang because they said the money they earned was theirs and not the Philippine Syndicate's. This led to a bitter conflict between them and street gangs under Sindikato's control. |
The Philippine Syndicate put a green light on them, which meant it was open season to attack or kill them for their defiance. By 1973 the rivalry was finally put to rest, and the Oxo gang became the syndicates apprentice and muscle. The tiger symbol attached to their name is to show allegiance to the Sindikato. |

The Sindikato works parallel with Chinese organized crime groups especially in the so-called Chinatown districts of Manila and Cebu where there resides large number of Chinese and Filipino Chinese communities,there's an informal understanding between the Philippine syndicate groups and the Chinese triads and at times they cooperate and work side by side with each other. Many sindikato members are Chinese or Filipino Chinese |

The Sindikato thru its muscle the Oxo gang effectively control most of the Muntinglupa prison facility, although it is in a state of continues tension with their rival Sigue Sigue Sputnik and its allies, a shaky peace has been reach between the two rival groups splitting Muntinglupa into two armed camps those allied with the Oxo and those who support the Sigue Sigue Sputnik |

Basic information
Malusia22 (talk · contribs · block log · arb · SPI confirmed suspected)
Comprehensive edits analysis
Malusia22 is known for creating and editing elaborately-crafted hoax pages pertaining to organised crime in the Philippines.
Targeted areas, pages, themes
Malusia would typically target pages related to Philippine fraternities such as the Alpha Kappa Rho, and in most cases organised crime pages i.e. Asiong Salonga.
Habitual behavior
- Creates articles under different names, which purport a supposed "sindikato" organisation founded by mobster Asiong Salonga in 1948. As stated by several users, namely WayKurat and Mr. Gerbear, the organisation does not exist per se. Groups whom the sock master associate with "Sindikato" are not affiliated or work with each other, and according to Blake's father, are actually rival factions competing for territory or money.
- Sources cited merely mention "sindikato" as a transliteration of the word "syndicate", i.e.
- Furthermore, any attempts by other users to have his hoaxes listed for deletion or CSD would be met by further sockpuppetry, as Malusia would create single-purpose accounts in an attempt to canvass votes or justify his deception.
- User is also seen creating or editing articles related to Philippine cinema, most often entries from current and past Metro Manila Film Festivals, but may shift his/her focus on various other subjects, namely tropical cyclones.
- User has also been spotted trying to make his articles look legitimate, i.e. "rewrite" the Sindikato article in an attempt to evade detection, though cursory inspection reveals that the page has been copied verbatim from another website.
Cases
Other notes
- User appears to be residing in Cebu City, based on findings from the IP ranges (49.151.xxx.xxx, 122.54.xxx.xxx, 112.210.xxx.xxx and 112.207.xxx.xxx) used for his sockpuppets.
- On certain occasions, Malusia has resorted to outright harrassment and obscene vandalism directed at users whom he crossed paths with.
- User creates multiple accounts and won't use them unless the sockpuppets he uses will be blocked. He uses this tactic to get around the Wikipedia policy in creating articles for new users.
- He also claims that he is a member of Anonymous Philippines. From an article he created using one of his socks, he claims that this group was formed in Cebu City and has official affiliation with Anonymous. There is no direct connection from his group and the main group based from the sources he provides.
