This page will describe the Wheel and Axle which is a simple machine, and not the Wheel which is a disc that enables low friction motion eg in transport applications.

The Wheel and Axle consists of a handwheel (a disc or lever arm with a handle) which turns an axle around which a chord is wound. A heavy weight attached to the chord can be lifted thanks to the mechanical advantage.
