Please confirm

I have translated the French page on Dougga as it was far superior to the English one, but I would like confirmation of one detail if anyone out there is able to provide it: The French original states that the site was prosperous from the reign of Diocletian until that of Theodosius the Elder. As far as I understand it, Theodosius the Elder was a general, not emperor, but his son, Theodosius I was emperor. I have therefore assumed that this is a mistake in the French original and that the reference should be to the reign of Theodosius I and not to that of Theodosius the Elder. Is this correct?
