Secret Service Agent Frank Horrigan is a fictional character in a computer, post-nuclear role-playing game - Fallout 2. He is voiced by Michael Dorn.

The game describes him as a "genetically engineered cyborg psycho total homicidal maniac".

Frank Horrigan is the U.S. President's personal bodyguard and the Enclave's deadliest weapon, as well as the final boss of Fallout 2. He makes several appearances throughout the game, and finally confronts the player's character (the Chosen One) at the end of the game as the player attempts to escape from the Enclave's Oil Rig. Fanatically loyal to the Enclave and its goal of global genocide, Horrigan refuses to admit that the U.S. government has been beaten, and attempts to prevent the Chosen One from leaving the Oil Rig before its nuclear reactor explodes.

A massive, heavily armored monstrosity, Horrigan stands more than twice as tall as a Super-mutant. He is equipped with an End Boss Gun (apparently a prototype Plasma Gattling), and an End Boss Knife (a blade as long as a human being). With incredibly strong power armor, 999 hit points, and the ability to attack several times per round, Horrigan is easily the most powerful character in the Fallout universe. His gun will easily melt any opponent not wearing power armor, and his own armor significantly reduces the damage he takes from even the most powerful of weapons.

Once a Secret Service agent of the Enclave, Horrigan was experimented on by Enclave scientists using a modified version of the F.E.V. The modified F.E.V. transformed him into something stronger than even a Super-mutant, without any of the typical reduction in intellect normally seen in F.E.V. Super-mutant mutation. Specially made advanced power armor was grafted onto his body, transforming him into a monsterous being more powerful than anything else in the Wasteland. The Enclave sends him out into the Wasteland to eliminate their most difficult enemies, and he enjoys spending his free time smeering mutants onto the exterior walls of the Enclave Oil Rig.

Horrigan first appears in a cutscene soon after the Chosen One leaves his/her home village of Arroyo near the beginning of the game. The Chosen One comes across a farmer and his family begin confronted by a massive armored being and two soldiers in power armor (Frank Horrigan and 2 Enclave soldiers). Horrigan threatens to kill the farmer (who is a defecting Enclave scientist) if he does not return to the Enclave. When the farmer refuses to comply, Horrigan has his men massacre the farmer and his family. The Chosen One is ill-equipped to confront Horrigan at this point in the game, but Horrigan distainfully allows the Chosen One to live, seeing him as no threat. Much later in the game, Horrigan attacks Vault 13, and personally rips apart its peaceful inhabitants of intelligent Deathclaws with his bare hands. Horrigan also attacks the Brotherhood of Steel base in San Francisco in order to retrieve Enclave technical blueprints stolen by the Chosen One. Matt, the Brotherhood of Steel commander, blasts Horrigan with a plasma rifle, but Horrigan just laughs it off and rips Matt to pieces. The Chosen One does not personally witness these attacks, but can view them on security cameras.

Horrigan is notable in that, unlike the final bosses of almost all other Black Isle RPGs, there is no way to negotiate with Horrigan or avoid the final battle through other means. A straight fight with Horrigan is difficult to nearly impossible, as besides being incredibly tough, he is also backed up by several automated turrets. However, the player can make the final battle easier in two ways, either by recruiting desperate Enclave soldiers attempting to flee the Oil Rig to help fight Horrigan, or by hacking the Enclave's automated defenses and turning the turrets against Horrigan.
