Vladimir Glebov

Lieutenant-Colonel Vladimir Glebov was a Russian military officer who participated in the First Chechen War. According to the government newspaper Rossiyskaya Gazeta, Glebov was simultaneously decorated with the Hero of the Russian Federation title and declared a suspected criminal by the Military Prosecutor's Office for "murdering civilians with special cruelty."[1] Despite reports of receiving the award, the name of Vladimir Glebov can not be found in any known list of people awarded with the title Hero of the Russian Federation.

War crimes allegations

Glebov was accused of committing war crimes by targeting the Chechen civilian population while leading a Rusian airborne unit. The prosecution claimed that Glebov would shoot unarmed Chechen men during the un-sanctioned anti-guerrilla operation in Grozny, and then place a gun on top or near the bodies in order to fabricate a victory.

The Russian government decided to not pursue the case and allowed Glebov to retire, without investigating the allegations.[2]
