The list of Tier 1 ISPs is an often debated topic, due to the use of "Tier 1" as a marketing term. Many networks incorrectly claim to be a Tier 1 out of ignorance of the term, including those ranging from the very small to the very large "almost" Tier 1 networks. The issue is further complicated by the Non-Disclosure Agreements which surround almost all Tier 1 peering, which makes it difficult for carriers to offically confirm or deny peering.
