Danny (Samuel L. Jackson), a top hostage negotiator, is framed for the murder of a cop. The only way he can stop going to jail and prove his innocence is to take drastic measures and take hostages himself. Chris Sabian (Kevin Spacey) is the hostage negotiator called in to talk Danny out of what he is doing. With Sabian's help, Danny uncovers fraud within the police force and a dangerous conspiracy that is out to silence those who threaten to reveal it.

The Negotiator was dedicated to the actor who played Inspector Niebaum, J.T. Walsh, who died several months before the film's release.
