- Jiang Zemin retires from his post as Chairman of the Central Military Commission, officially completing the transfer of power to Hu Jintao.
- Hurricane Ivan brings flooding rains to the Eastern U.S. after pummeling Alabama and Florida with high winds and flooding rains, causing extensive structural damage, and leaving 1.5 million people without electricity and at least 33 dead in the United States.
- Chechen warlord Shamil Basayev issues a statement claiming that he and his group Riyadus-Salikhin were responsible for the Beslan hostage crisis.
