District Poonch, popularly known as mini Kashmir, is the smallest in area and the remotest district of Jammu and Kashmir, India. It is bounded by the Actual Line of Control (LOC) from three sides. The 1947-48 war between India and Pakistan divided it into two parts. One went to Pakistan and the other remained with India. The Poonch District of Azad Kashmir is the capital of the Sudhan tribe with its district headquarter at Rawalakot. This region has produced numerous business, political and military leaders.

The Founder and President of Azad Kashmir, Sardar Muhammad Ibrahim Khan belonged to Poonch. Prior to division of Poonch, the city of Poonch consisted of the only High School in all of Poonch. Poonch has produced leaders such as Shaikh Ghulam Ahmad of Rawalakot, General Muhammad Aziz Khan, Chairman Joint Chief of Staff Committe, Pakistan Military, Maj. General M. Rahim Khan, M. Rahim Khan, the former Chairman of Pakistan Banking Council just to name a few.

From the end of seventeenth century upto 1837 CE, Poonch was ruled by the Muslim Rajas of Liran in Tehsil Haveli. It then fell into the hands of Raja Faiztalab Khan of Rajuri to whom it wa handed over by the Punjab Government. Poonch was inlcuded inthe transfer of the hilly country to Maharaja Gulab Singh in 1848. Before this transfer, Poonch was considered a district of Lahore. Maharaja Gulab Singh granted Chibal, Poonch and other areas to Jawaharr Singh and Moiti Singh. The Raja of Poonch had to present to the Maharaja of, what is now known as Jammu and Kashmir, one horse with gold trappings. The Raja of Poonch was not to effect any administrative changes in the territory of Poonch without previous consultation with the Maharaja of Kashmir.
