List of minor characters in 24
The following is a list of minor fictional characters from the American television drama 24. The following events are fictional and portrayed from both an in-universe and out of universe perspective. Furthermore, this list only contains minor characters whose story arcs lasted anywhere from one or two episodes to a third of a season. CTU agents
The following are characters who played minor roles at CTU over the course of 24's five seasons.
Scott Baylor
Scott Baylor was a CTU analyst who discovered there was a mole inside CTU who was involved in the assassination attempt on Senator David Palmer. He was portrayed by Scott Denny.
Baylor was instructed by Richard Walsh to analyze the key cards of all CTU employees. He was asked to look for suspicious patterns of movement and computer access, but found something even more incriminating - one of the cards' magnetic strips had been used to store encrypted information. However, the owner of the card had wiped their personal information off it before handing it over, so Baylor did not know whose it was.
Like Walsh, Baylor thought he could trust Jamey Farrell because he was one of the people who helped train her how to use the CTU systems. Baylor put his family on a flight to Canada and asked Walsh to meet him secretly at 2350 Dunlop Plaza to hand off the keycard. At 2350 Dunlop Plaza, Baylor met with Walsh and gave him the keycard. He explained to Walsh that the magnetic strip on the keycard had an embedded file with a great deal of data that, being on the card, could be easily smuggled out of a restricted area. Fearing for his life, Baylor wanted to resign and be with his family, but Walsh convinced him to remain at CTU and help uncover the people responsible for the threat on Senator Palmer. Baylor agreed to help for the next 24 hours, but insisted he would join his family after that. As Walsh and Baylor prepared to leave, unknown assassins shot at them. Walsh was hit in the arm, and Baylor was killed.
Robert Ellis
Robert Ellis was a National Security Agency floating operative, portrayed by Wade Andrew Williams. He was involved in the planning of Operation Nightfall and made sure that Jack Bauer and David Palmer never met each other until they were forced to all work with each other to handle threats from the Drazens.
When Ellis was contacted at a bar in New Orleans' French Quarter, he set up a feed through Milo Pressman's computer, then uploaded the Nightfall files to CTU's server. He continued to work from the bar to help Bauer and Palmer find information. He was in the men's room, on a call with Jack, when he was garotted by an unknown assassin connected to the Drazens.
Realizing Ellis was in danger, Jack Bauer contacted CTU New Orleans to enlist their help in finding him. They located Ellis' body within the hour, but were unable to provide any leads on the killer.
Ted Paulson
Ted Paulson was an agent working for CTU during Day 1, portrayed by Kevin Ramsey. He was sent with Nina Myers and Agent Breeher to protect Teri and Kim Bauer while they were at a CTU safe house. When Nina Myers left the safehouse, Paulson continued the debriefing of the Bauers. When he realised that one of the other agents at the safe house was not at his position, Paulson grew anxious and decided to hide the Bauers in a bedroom. Paulson then found Jovan Myovic and trained his gun on him. However, another shooter, Mishko Suba, stabbed him from behind.
When the shooters hear the Bauers driving away, they chase after them. Paulson managed to get out of the house and shot Mishko before being shot himself by Myovic. It is revealed in 'The House Special Subcommittee's Findings at CTU' that Paulson died several hours later.
Teddy Hanlin
Teddy Hanlin was a sniper working for the Counter Terrorism Unit during Day 1, portrayed by Kirk Baltz. He held a grudge against Jack Bauer after Bauer arrested his partner, Seth Campbell, for taking bribes. Hanlin never forgave Bauer for this. During an operation to capture a suspect, Hanlin taunted Jack by telling him of how Campbell's wife killed herself. Not trusting Bauer, Hanlin shot the suspect, Alan Morgan in the leg, making him fall off over a banister, killing him. It should also be noted that in season 5, it was revealed the last CTU agent accused of taking bribes was Christopher Henderson.
Milo Pressman
Milo Pressman, is an independent technological contractor, played by Eric Balfour. He was brought in to CTU around 5:37 A.M to work on a key card that was left by now dead agent Richard Walsh. The key card says who the shooter will be to try and kill Senator David Palmer. For the few first few hours when he is at CTU he is breaking into the keycard before Jack switches the key card with a fake one for villain Ira Gaines. Milo then figures out that he has been working with a different key card, and he suspects that Jack may have switched it when he came to his desk. After Jamey Farrell is revealed as a mole then agent Nina Myers has Milo research Gaines’ identity, putting Milo in charge of all Jamey’s projects. Although Milo has narrowed Teri’s location down, it is still too large of an area to pinpoint the exact spot. Agent Tony Almeida finds an encrypted email on Jamey’s computer and has Milo decode it. Milo then looks to find the remaining shooters. At CTU, Milo briefs Jack about the three possible shooters he uncovered. One of them is Alexis, Victor Drazen’s son who had been trained in Belgrade’s special forces. Milo forwards the photos of the suspected assassins to the Secret Service, and Agent Pierce shows them to the assembled Palmer campaign team. Milo's last act for the day was notifying Jack that Robert Ellis (the connection between Bauer and Palmer to Operation Nightfall) was found murdered in New Orleans.
Pressman does not appear again over the course of the season, but it is presumed he worked at CTU for the rest of the day until the crisis was finally over. Milo's abrupt disappearance was due to the fact that Eric Balfour was busy shooting a movie during the course of filming. In the Season 1 DVD it is explained he was supposed to appear in the season's final episode. At the moment his status is unknown, but fans believe he is still working at Division as a Freelance Contractor. He also appears in the 24: Declassified prequel novel Trojan Horse, by Marc Cerasini.
"Milo Pressman" was also the name of a character in the film Stand by Me. That film featured Kiefer Sutherland as a small-town bully.
Alberta Green
Alberta Green was a CTU division director played by actress Tamara Tunie. After Jack Bauer escaped custody from the FBI, Alberta Green was brought into CTU to assist in the finding of Bauer and to destroy all targets who might attempt a move on Senator David Palmer, an African-American who has strong chances of winning the presidential campaign.
Alberta was ruthless and gave a speech to everyone at CTU that all orders would come from her and that anyone assisting Jack would be punished and suspended. She noticed tension between Nina Myers and Tony Almeida and became suspicious of their contact with Jack. She threatened to suspend them, but a call from Jack made this argument moot. Alberta lost her authority after the arrival of Ryan Chappelle, and was later replaced by George Mason.
Paula Schaeffer
Paula Schaeffer is a programmer for CTU during Season 2 of 24, played by Sara Gilbert. As a new employee at the beginning of the season, Paula is nervous when she hears a nuclear bomb could go off in Los Angeles that day, and feels she is incapable of carrying out her job efficiently. Tony Almeida and Michelle Dessler — two of Paula's close friends at CTU — assure her that she is the best one for the job, and she shouldn't worry. Additionally, Paula worries about her family while working, but Michelle convinces her that they are all working to save millions of lives — including Paula's family.
Paula performs several data processing and file alterations during the first hours of the day. When Jack is undercover with Eddie Grant, Paula assists him by altering his records to cement Jack's position and deter suspicion amongst Grant's subordinates. Immediately thereafter, NSA learns of a potential attack on CTU Los Angeles, but they withhold the information from CTU to maintain Jack's cover. However, NSA orders Tony to copy their information onto NSA's servers in an attempt to secure any leaked data that the attack would create. Tony sends Paula over to perform this task.
Less than an hour later, CTU is attacked by a bomb while Paula is going through the most sensitive phases of the file transfer. After the explosion, Paula is stuck under a girder, losing consciousness and on the verge of death. Paula had earlier encrypted all of their intelligence on the nuclear threat, but is now unable to decrypt it. George Mason tells Tony to do whatever he can to regain that data. Although she is on the verge of death, Tony needs Paula to decrypt the information — which may save millions of lives at the sacrifice of Paula's. When Paula wakes up, Michelle and Mason ask her for the source decryption key to complete the file transfer. With her last words, Paula gives them the location of where she hid a copy of the decrypt key. Mason tells her that she is responsible for saving lives. As Paula is rushed to an ambulance, she flatlines.
Tom Baker
Tom Baker is a CTU agent played by Daniel Dae Kim in the second and third seasons. Baker was a CTU field agent who often accompanied Jack Bauer and later Chase Edmunds on field assignments. He assisted Bauer in the rescue of Kate Warner and was notable for his assistance in capturing the terrorists Syed Ali and Stephen Saunders.
Though the character received little development, he developed a small following among the show's fans, comparable to fellow supporting characters Mike Novick and Aaron Pierce. Baker has not been seen on the show since the third season, presumably since actor Daniel Dae Kim is now a regular cast member, Jin, on the TV series Lost, which is filmed in Hawaii. He did, however, provide his voice and likeness for a brief appearance as Baker in 24: The Game. From the fourth season on, support for Jack Bauer in the field has typically been provided by Curtis Manning.
Sarah Gavin
Sarah Gavin is a CTU analyst played by Lana Parrilla. Introduced as a recurring character in the show's fourth season, the character became a regular midway through the season, but was dropped altogether a few episodes later.
At the start of Day 4, Sarah is an analyst at CTU, working closely with Chloe O'Brian, Edgar Stiles, and Marianne Taylor. When Marianne, a mole at CTU working for the company McLennan-Forrester, believes her cover to be threatened, she plants evidence implicating Sarah as the mole, and Sarah is promptly taken into custody. When Sarah denies any knowledge of this, CTU Director Erin Driscoll authorizes the use of torture to get her to cooperate. Edgar eventually discovers evidence revealing Marianne as the true mole and Sarah is released.
Sarah would later demand promotion from Driscoll as compensation for her ordeal. Driscoll appears receptive to this demand though she steps down as director of CTU later that day for personal reasons. When Sarah attempts to make the same demand from Driscoll's replacement, Michelle Dessler, Michelle relieves her of duty, unwilling to deal with Sarah's personal disputes in the midst of a national crisis. Chloe (who had been relieved of duty by Driscoll for insubordination earlier that day) is reinstated to replace her.
Marianne Taylor
Marianne Taylor is a CTU analyst played by Aisha Tyler. Although started working for CTU Los Angeles on Day 4 it is later revealed that she was involved in the terrorist plot and was recruited by Henry Powell, an associate of Habib Marwan.
Marianne Taylor was hired by Henry Powell to infiltrate the inner workings of CTU Los Angeles and cover his tracks in case it became necessary. She dealt solely with Powell and never learned the names of the people he was working for, although she did meet Forbes, a Marwan henchman who worked at the Rockland Building where Powell’s office was located. Powell had stored a list of his superiors’ names in a file on his computer, in case either he or Marianne needed a bargaining chip. In addition to a password, Powell’s or Marianne’s thumbprint would be needed to access the file.
Marianne had had a relationship with Curtis Manning, the Head of Tactical at CTU. Curtis broke it off when he realized she was using him to get ahead in her career. After Defense Secretary James Heller was kidnapped, CTU called in several consultants, but because of their history, Curtis crossed Marianne’s name off the list. Marianne called CTU director Erin Driscoll and revealed that Curtis had given her classified details about the UVX system. Not wanting to go through a security reboot and ensuing investigation, Driscoll gave her access to CTU, much to Curtis’ chagrin. When Marianne arrived, she was introduced to analysts Sarah Gavin, Chloe O'Brian, and Edgar Stiles, and learned that former agent Jack Bauer was following one of the terrorists to Heller’s possible location. However, Jack was working against Driscoll’s orders. Marianne did her work without raising suspicion, although Curtis kept a close eye on her.
Marianne overheard a conversation between Chloe and Edgar, and found out that Chloe was helping Jack, and that she needed Edgar to reposition a satellite for Jack. Later, after Chloe got caught and detained, Marianne revealed to Edgar that she had heard the conversation, and threatened to report him to Driscoll unless he did what she said. She blackmailed Edgar into giving her special clearance; she thought she might as well use her leverage to get ahead. After the execution was stopped, Jack, Heller, and Audrey Raines arrived at CTU, along with the empty Override briefcase. Marianne eavesdropped on a teleconference between Driscoll and McLennan-Forster, in which they learned about the Override. She then alerted Powell that they knew.
Marianne played along with the rest of CTU in the investigation of the Override. Jack left with Audrey to go look at surveillance footage at Felsted Security, and Marianne told Powell. Once Jack and Audrey were dead, there would be an internal investigation of CTU, so Marianne had to frame somebody else. She did so by planting a digital voice recording in Sarah’s system. Sarah was taken into custody and interrogated. Jack and Audrey survived the attack, and Marianne wanted to get out of there, but Powell ordered her to stay until he could take care of things. Edgar was able to intercept Marianne’s computer and find out that she planted the recording. Edgar went to tell Driscoll, and Marianne tried to leave the building. A lockdown was enforced, but she got out. Curtis caught her before she could get to her car and ordered another agent to impound the car. However, somebody had rigged her car with a bomb, which killed the agent when he put the key in.
Later, Marianne was put in an interrogation room, where she learned that the people behind the meltdown had killed Powell, and they were after her as well. Curtis struck up a deal with her: if she helped CTU find the Override, they would protect her. In this case, protection meant being sent to prison, but Marianne thought it was better than death, and agreed to help. The only way she knew to help CTU was the file at Powell’s office. Heller assigned Curtis to escort Marianne to the Rockland Building and retrieve the data. They arrived at the building with two guards and entered Powell’s office. Marianne used her thumbprint to log in. However, before they could enter the file, Forbes and his men broke and killed the CTU guards. Marianne insisted that the file was still secure, but Forbes had her shot to death anyway.
Spenser Wolff
Spenser Wolff is CTU analyst and government operative played by Jonah Lotan. He was first seen in the first episode of Season 5 as he woke up in bed with CTU senior Analyst Chloe O'Brian. Chloe is angered at him after they get up and she demands that he leave. Later at CTU, when Chloe doesn't show up to work, he tells Edgar Stiles that he saw her and that she was ok. Edgar becomes angered at him and blames him for Chloe's not showing up on time. Spenser finds out that Chloe was logged in remotely at the Penthouse that former president David Palmer was assassinated at. This led to CTU discovering Jack Bauer's location and having Chloe captured. A few hours after Chloe was reinstated, she saw that Spenser was accessing a server that CTU hadn't given him clearance for (his clearance from CTU was level 3). After it was revealed that he had a level 5 clearance, he was brought into holding for accessing sensitive files. Before he was taken into holding, he admitted a man into the building who claimed he was from Division to put taps on some computers. The man was actually an assassin sent by Walt Cummings and James Nathanson to take out Jack Bauer. Not realizing that this man was a professional assassin, he admitted that he had been working for the White House; specifically Walt Cummings.
In episode 7 he was released from holding to help Chloe O'Brian and Edgar Stiles hack the building security of a building owned by terrorist Jacob Rossler so Jack Bauer and Curtis Manning could move in covertly and arrest him. After this was over, Chloe fired him because of his work for Walt Cummings. She remained mad at him throughout the day, even after he left, for crawling in bed with her.
Carrie Bendis
Carrie Bendis was a CTU agent played by Danielle Burgio, best known for her connection to the death of Edgar Stiles.
Bendis gets in a verbal spat with Lynn McGill shortly after McGill takes control of CTU. McGill attempts to fire Carrie, which becomes one of the events leading Curtis Manning to exercise Section 112 to remove McGill from power. She is reinstated and continues to work for CTU. A couple hours later while doing a routine systems check she discovers an anamoly and reports it to Edgar Stiles. Edgar tells her that if she wants someone to check it out, do it herself. When she enters the room where the anamoly was, she is murdered by Ostroff, who was planting Sentox nerve gas in CTU for Vladimir Bierko. When Carrie fails to return, Edgar goes looking for her. By the time Edgar returns to the main room, the gas has been released and he was trapped inside, leading to his death.
Government and political figures
The following are minor government and political affiliates, mainly portrayed for a small arc of episodes to advance or expand the subplots.
Patty Brooks
Patty Brooks was David Palmer's campaign staffer during the 2002 presidential primary on Day 1, played by Tanya Wright. She was persuaded by Sherry Palmer to make sexual advances towards David Palmer in order to spy on him for undisclosed reasons. David Palmer calls Patty into an empty hotel room (907) in the hotel and fires her.
Carl Webb
Carl Webb was an associate of David Palmer during his campaign for president during Day 1, played by Zach Grenier.
After Keith Palmer was involved in the accidental death of Lyle Gibson, Sherry Palmer plotted with Webb, Nicole Palmer and Keith to keep the coverup from Senator David Palmer. Once Palmer learns of the coverup from reporter Maureen Kingsley, who is about to announce the story to the nation. He calls Webb and meets with him in person, at which time Palmer becomes very angry with Webb and tells him to stay away from his family. When Dr. George Ferragamo's office goes up in flames, Webb says that he has dirt linking the incident to Keith and that the Palmers should not tell the police about the incident. Webb had planted evidence in order to protect the biggest Palmer campaign donors. The donors had Ferragamo killed. Later, Keith Palmer captures a recording in which Carl Webb incriminated himself and gave it to his father, David.
Elizabeth Nash
Elizabeth Nash was a member of David Palmer's campaign advance team, portrayed by Kara Zediker.
She had been unknowingly dating Alexis Drazen, and had planned to meet him for a rendezvous in his hotel room. During an intelligence briefing given by Aaron Pierce she recognized his face. Jack Bauer and George Mason met with her and convinced her to use her next meeting with Alexis to plant a homing device on him. The hotel room was bugged with fiber optic cameras. Jack called her after she planted the device in Alexis's wallet, but she turned off her phone. Instead of leaving, she stabbed Alexis with a letter opener. She later claimed that she had gone into a blind rage when he said he loved her.
The code words to end the undercover operation were "I hope I'm not getting a cold."
Mark DeSalvo
Mark DeSalvo of the Department of Defense was a warden for a government top secret underground prison, portrayed by Lou Diamond Phillips. Around 7:00 PM, Jack Bauer is caught at the prison's entrance and was debriefed by DeSalvo. Bauer explains that the Drazens are cutting off the detention center's power supply — possibly to make a sneak attack during a key prisoner exchange. DeSalvo is unable to snag reinforcements from his department, however, so the two men disguise the engineers as soldiers.
When the prisoner transfer is complete, Andre Drazen notice that there are more "soldiers" than he anticipated, so he delays the attack. During the lull, DeSalvo allows Jack to interrogate the prisoner, who turns out to be Victor Drazen-the man he thought he killed two years ago in Kosovo. DeSalvo remains confused over the entire issue, for he is kept in the dark about his prisoner exchanges. Several minutes later, Andre attacks the detention facility and takes DeSalvo as a hostage. Andre uses DeSalvo as leverage against Jack, who gives up Victor. However, Andre shoots and kills DeSalvo, for his use was expired for the Drazens.
This character was named after the winner of an auction set up by 24's producers to raise money for the families of victims of the September 11 terrorist attacks. The real Mark DeSalvo, a Manhattan stockbroker, paid $5,200 to have his name appear on the show.[1]
Agent Justin Adams
Agent Justin Adams was a Secret Service agent that worked for President Logan at the Presidential retreat during Day 5. He was ordered by the president to lock First Lady Martha Logan in the library and keep her under watch.
He was later ordered by Logan to kill Aaron Pierce and dispose of his body. He, however, was confronted by Martha Logan and, during the ensuing fight, was shot and killed.
Antagonists
The following are terrorists, mercenaries, and minor non-political conspirators whose actions go against those of the protagonists.
Bridgit
Bridgit was a mercenary and Mandy's lover in Day 1, played by Kim Murphy.
After Flight 221 exploded, Mandy buried Martin Belkin's stolen identification in the Mojave Desert. She was picked up in a Jeep and taken to meet their contractor, Ira Gaines. Bridgit arrived in the desert on motorcycle and retrieved the hidden ID. She met Gaines and Mandy but insisted on getting $2 million in exchange for the ID instead of the $1 million she and Mandy had been promised. After threatening to kill Bridgit, Gaines agreed to give her and Mandy $2 million.
Bridgit, Gaines, and Mandy drove back to the desert. Bridgit gave Gaines the ID, and Jonathan, a sniper who had undergone surgery to look like Belkin, shot and killed Bridgit in front of Mandy.
Dan Mounts
Daniel "Dan" Mounts was one of Kim Bauer's kidnappers, played by Matthew Carey. He was hired by Ira Gaines before Day 1. He lived with Rick Allen at 1804 Glade in Echo Park. He worked at Paladio Furniture in Los Angeles.
Dan was hired by Kevin Carroll to kidnap Kim Bauer and deliver her to Ira Gaines. Contacting Kim's friend Janet York, Dan set up a double-date with himself and his friend Rick Allen, telling her that he and Rick were sophomores at San Diego State. They arranged to meet at Paladio Furniture at midnight. After Dan failed to keep track of Janet, Gaines executed Dan and 'promoted' Rick.
Eli Stram
Eli Stram was a young criminal working for Ira Gaines during Day 1. He was played by Silas Weir Mitchell.
Eli guarded Teri Bauer and Kim Bauer when they were taken to Gaines' compound. At one point, he decided to have his way with Kim. Teri offered herself instead, saying she "won't fight." Eli agreed and raped her instead of Kim. While she was with him, Teri obtained his cell phone, which she used to call for help. When Eli was sent to kill Teri and Kim, Teri pulled out a gun given to her by Rick Allen, but it failed to fire. As Eli tried to stab Kim, Teri shot him twice with his own gun, killing him.
Greg Penticoff
Greg R. Penticoff was a criminal who worked for Ira Gaines in Day 1. He is played by John Hawkes.
Following a lead from the key card given to him by Richard Walsh, Jack Bauer went to 18166 San Fernando Road, where he saw Penticoff smoking outside. Penticoff fired on Jack and ran inside. LAPD Officer Jessie Hampton heard the gunfire and called for backup. Jack showed her his badge, and she agreed to help him apprehend Penticoff alive. Penticoff shot her, and the police arrived shortly after. Penticoff then told Jack that if he wanted to see Kim Bauer alive again, he would get him out of jail.
The arresting officers refused to let Jack take Penticoff, so Jack followed them back to a Van Nuys Precinct. George Mason arrived soon after, but Penticoff refused to talk to anyone but Jack. Knowing that Mason and the LAPD were listening to the interrogation, Jack staged a confrontation with, whispering instructions in Penticoff's ear, and used the ensuing struggle to slip his cell phone number into Penticoff's mouth. Penticoff asked for his phone call and used it to call Jack.
Penticoff told Jack that he was supposed to be receiving a phone call from Ira Gaines at a payphone on San Fernando Road, adding that Kim would die if he did not answer. Jack picked a fight with a police officer and the late Hampton's partner, Philips. In the fight, Jack stole his key card, at the same time slipping it to Penticoff. Penticoff used it to free himself, and he and Jack drove to San Fernando Road. Jack had Nina Myers trace the payphone, but the call came through on a cell phone hidden underneath. Gaines instructed Penticoff to dispose of a body hidden in the trunk of a parked car on Avenue 26. The body later turned out to be that of Alan York.
At the time of the House Special Subcommittee's hearings, Penticoff was awaiting trial without bail in Los Angeles county for the murder of Jessie Hampton.
Kevin Carroll
Kevin Carroll is an ex-DEA agent and mercenary, played by Richard Burgi, from the first season of 24. While working as a DEA agent in Florida, he had one troublesome witness eliminated within twelve hours of receiving the notice. Two years prior to Day 1, he had federal narcotics charges against Dan Mounts and Greg Penticoff dropped. He then recruited them to the Gaines' mercenary group.
Also known as Alan York, Carroll disguised himself as the father of Janet York, whom he kills shortly after managing to locate her in a nearby hospital. The real Alan York was killed at approximately 11:00 PM the previous day. Working for Ira Gaines, his primary objective was to capture Teri Bauer and use her, along with already captured Kim Bauer, as collateral against Jack Bauer. Working for Gaines, he also appeared as a liaison when it came to discussing financial matters with Ted Cofell, the moneyman of the Drazen family, who had hired Gaines' crew. He was killed for security and punishment after the Gaines phase of the Drazen mission failed.
Ted Cofell
Ted Cofell was the CEO of Cofell Enterprises, an investment firm in Burbank at 21500 Riverside Drive, with ties to Belgrade. He was played by Currie Graham.
Jack Bauer found some suspicious monetary transactions involving Cofell and traded spaces with Cofell's limosine driver Mark in order to kidnap him during Day 1. When Jack moved to the back seat of the bullet-proof limosine, Cofell pulled a Microtech H.A.L.O. II knife out of the seat cushions, but Jack avoided the stabbing. Jack was unable to get any information out of Cofell except that he was to meet a mechanic in a parking garage. Becoming agitated, Jack punched Cofell in the chest to induce a heart attack (he had learned earlier that Cofell had a heart condition), and offered to trade him his life-saving pills in return for additional information. When Cofell refused to talk and passed out Jack tried to force-feed him the pills, but was too late to save him. Jack propped Cofell up in the back seat in order to deceive Kevin Carroll upon Kevin's arrival.
Jovan Myovic
Jovan Myovic was the assassin sent to kill Teri Bauer and Kim Bauer by Andre Drazen during Day 1. He was played by Henri Lubatti. During the events of Day 1, Jovan was 28 years old. He was born in Sombor, Vojvodina in Serbia. He is single and has one living sister, Ivestia. He goes by the aliases "Joe Ragey" and "Tuvo".
Myovic destroys the extra security detail around the outside of the safehouse, slaying four men before his confrontation with Agent Paulson. He distracts him as Mishko attacks Paulson from behind. Kim and Teri get away in a car parked in the garage. Paulson shoots Mishko before Myovic gets to Paulson. Myovic goes to the Bauer house, figuring his victims will return eventually. He kills one CTU agent before Teri is brought in by Dr. Phil Parslow and his friend Chris. He kills Chris, wounds Phil, and has Teri at gunpoint when Tony Almeida shoots him three times from behind, killing him.
Arthur Rabens
Arthur Rabens is a terrorist henchman on the third season of 24, played by Salvator Xuereb. He was the last remaining courier to carry out Stephen Saunder's biological attack on the United States, in Day 3. He knew he was being tracked by CTU, which had spotted his tracker beacon, and placed it inside an innocent man's cigarette carton. Rabens escaped capture and hijacked a civilian vehicle where he then made it to a middle school to escape the country via a helicopter on the roof.
He engaged Chase in a fight, badly beating Chase. During the fight, however, Chase managed to attach the dispersion device to his wrist in order to prevent Rabens from escaping with it. Arthur Rabens was shot and killed by Jack Bauer moments before he was about to kill Chase.
Henry Powell
Henry Powell was a computer consultant working at the Rockland Building. He was a former employee at the defense contractor McLennan-Forster, and still freelanced for the company. He also helped Habib Marwan in his plot to install the Dobson Override device.
Two months prior to the meltdown date, Powell attended a Heritage Foundation dinner at the Hyatt in Los Angeles. He met with Audrey Raines, and found out when she would be returning to Los Angeles with her father, Secretary of Defense James Heller.
During Day Four, Powell kept in contact with Marianne Taylor at CTU. He also made a few calls to Dina Araz, another one of Marwan’s underlings.
Powell went to Omar’s warehouse in the Santa Clarita Valley to pick up the briefcase containing the Override. Although Audrey recognized him, Powell was assured that she would die, and he left for the Rockland Building. He got a worker named Ali to install the device in IDS Systems - their hardware could be used to download the virus into the nuclear reactors.
When Heller’s execution was stopped by Jack Bauer, Powell realized that Audrey could identify him from the dinner. He called Marianne, who told him that Jack and Audrey were heading for Felsted Security in Burbank, because Audrey couldn't remember his name, but remembered that he'd been at the dinner, and since the company had taken surveillance of the dinner, Jack needed her to identify him from the camera surveillance. Powell arranged for a group of men to kill Jack and Audrey at Felsted, and told Marianne to divert suspicion away from herself, since there would be an internal investigation once the two were dead. The attack failed, however, and Jack and Audrey escaped, with the help of Tony Almeida. Powell ordered Marianne to stay at CTU, since leaving might arouse suspicion, and an interrogation might point back to him.
Though all air traffic had been grounded, Powell used special ordinates from McLennan-Forster, and was able to get clearance for a helicopter in Van Nuys to take him out of Los Angeles. When he arrived at the helipad, however, he found that the clearance had been superceded by the Department of Defense. Knowing that Audrey or Secretary Heller was behind this, he ordered the pilot, at gunpoint, to fly him out. The pilot reluctantly agreed, but Jack and Tony arrived just in time to stop the chopper from taking off. As he was being taken into custody, Powell attempted to bribe them, but to no avail. Before Tony and Jack could secure Powell in their car, he was killed by one of Marwan’s snipers from a nearby building.
Mitch Anderson
Mitch Anderson is a mercenary in fourth season of the TV show 24 played by Ned Vaughn. Anderson was formerly a decorated in the USAF attaining the rank of Captain. At some point he was dishonorably dicharged and began working as a mercenary, eventually being employed by middle-eastern terrorist Habib Marwan. After being contacted by Marwan to begin his stage in the operations, Anderson abducted an Air Force pilot, Captain John Hansen, and had Hansen take him to the base where the pilot was scheduled for a routine flight in an F-117A stealth fighter. Once on the base, Anderson killed Hansen and, using falsified documents, managed to gain access to Hansen's fighter. Though the flight was nearly grounded by a mechanic noticing a malfunction in the fighter, Anderson managed to keep the flight on schedule by killing the mechanic and filing a report stating the flight was clear for take-off. Once Anderson has taken off, he immediately plots an intercept course for his intended target: Air Force One.
CTU, meanwhile, has discovered Anderson's connection to Marwan and, after realizing he has commandeered a stealth fighter, deduce he is going after Air Force One. Jack Bauer attempts to contact Anderson using a recall frequency for the stealth bomber, but Anderson ignores him and severs communication. Though Air Force One has been informed of the situation, they are unable to detect or evade the stealth fighter before Anderson fires. Air Force One suffers an indirect hit over the Mojave Desert and crashes on the desert floor, critically injuring President John Keeler and killing several others, including the President's son, Kevin Keeler. Shortly thereafter, it is reported that Air Force One's fighter escorts intercepted and shot down Anderson's plane. However, Marwan has earlier told Anderson that he had arranged it so that the world will think that Anderson is dead after he shoots down Air Force One, so it is not known whether Anderson's plane was really shot down, or if this was misinformation resulting from Marwan's manipulations.
Anton Beresch
Anton Beresch is a terrorist henchmen in the fifth season of 24, played by David Dayan Fisher. Beresch, a former Russian Army officer, later joined the Dawn Brigade, a Russian separatist movement responsible for various terrorist bombings in that country. Beresch was the leader of the group of terrorists that took hostages at the Ontario airport on day 5 of 24's fifth season. He threatened to kill all of the hostages inside the airport if President Logan didn't call off the treaty about to be signed with Russian President Yuri Suvarov. Beresch broadcasted the executions of some of the hostages on live television.
Jack Bauer happened to be inside the terminal at the time Beresch and his men took it over. Beresch's men were wearing explosives-laden vests, one of which was covertly detonated by Bauer when Beresch attempted to execute Derek Huxley. Not long after Jack detonated the explosive vest, Beresch received a phone call from Walt Cummings letting him know that Jack was hiding inside the airport. Beresch once again threatened to execute Derek if Jack didn't show himself. Jack gave himself up, and Beresch forced him to tell Curtis Manning to bring his tactical teams into a trap. Jack secretly alerted Curtis of this ambush by using the code term "Flank 2 position." However, the code had become defunct since Jack was forced to go into hiding 18 months before. Before Curtis and his team carried out the assault on the terminal that would cause them to walk into a trap, they were alerted by Lynn McGill who figured out what the term Flank 2 meant. Before the assault took place Beresch handed a key card to one of the hostages who turned out to be Ivan Erwich, a terrorist working for Vladimir Bierko. Beresch and his men expected CTU to move into their trap but were ambushed from behind by CTU agents. Jack Bauer attempted to capture Beresch by shooting his gun out of his hand when he tried to shoot himself, but Beresch then detonated an explosive vest on a dead terrorist, killing himself.
Ivan Erwich
Ivan Erwich is a terrorist henchman on the fifth season of 24, played by Mark Sheppard. Erwich was a chemical engineer who trained at the University of St. Petersburg, then joined the Dawn Brigade separatist movement 6 years ago.
He is first seen as a sleeper hiding among the hostages at the Ontario Airport. He is handed a key card by the terrorist leader Anton Beresch, which is used by the separatist group to secure a cache full of Sentox nerve gas before their escape. Erwich puts the canisters into a storage container supposedly containing medical supplies to be transported out of the country. However, a suspicious Ivan kills his driver, Schaeffer, after he finds the man inside the container. Later, it is revealed that Schaeffer was an inside man, secretly working for Walt Cummings as a part of the government's sting operation. After Schaeffer is confirmed dead, Cummings receives a call from Erwich, stating that Cummings must have altered the arming codes to the canisters. Ivan prepares to attack the US directly for revenge.
First, he seeks the assistance of Jacob Rossler, who knows how to alter arming codes. However, Rossler is killed during a sting operation led by Bauer. Afterward, Erwich plotted to test his product by releasing a canister of Sentox nerve gas into a shopping mall. Jack Bauer went undercover as Rossler and helped Erwich's assistants arm the Sentox gas, but Bauer quickly escapes and eventually stops the gas attack with few casulties. Erwich also discovers that the surviving terrorist from the mall attack was followed, so he orders the man to kill himself.
In episode 9 it is revealed that Erwich was working for Vladimir Bierko. He tells Bierko the test was successful but Bierko blames him for wasting the gas and for trusting James Nathanson and the Americans. Bierko stabbed Erwich in the chest, killing him.
Other characters
The following are minor characters (mostly neutral) not associated with CTU, government, or terrorist/mercenary cells.
Janet York
Janet York was one of Kim Bauer's friends from high school, played by Jacqui Maxwell. Around midnight on day one, she and Kim Bauer snuck out of their houses to meet with some guys. It turns out those guys work for Ira Gaines, who wants to murder Janet and kidnap Kim. They party with the guys for awhile.
Eventually, the girls are clearly getting kidnapped. When Kim won't comply with what they're telling her to do, Dan breaks Janet's arm with a weapon. After Kim does what they tell her to do fearing they will kill her friend, she begs Rick to do something for Janet. Rick then injects Janet with heroin to ease the pain. When Kim finally decides they need to try to escape she convinces a drugged Janet to do what she tells her. While trying to escape from the guys, Janet is hit by a car and left unconscious in the middle of the road. Soon, an ambulance came to pick her up. The ambulance takes her to St. Mark's Hospital where she was found by Kimberly's mother Teri and a man who was thought to be Alan York. Doctor Collier and Maureen were her doctors in surgery. When Teri told her husband Jack Bauer about Janet, Jack had Claude Davenport of hospital security ensure no strangers came near Janet. Despite the security, Janet was later murdered in her hospital bed by Kevin Carroll, the man who was impersonating her dad.
Martin Belkin
Martin Belkin was a world-renowned photographer who had been hired to take pictures of David Palmer on the day of the California Presidential Primary (day one). He is portrayed by Rudolf Martin.
He was a passenger on Flight 221 to Los Angeles, and he was seated beside Mandy, a hired mercenary. After engaging in conversation with Mandy, the two had a brief fling in the airplane's bathroom. Later, as Belkin was napping, Mandy left her seat prepared to destroy the plane and make a parachute landing. Meanwhile, Belkin notices his wallet and ID are missing, just seconds before the plane explodes. Mandy parachutes out with the ID.
Belkin's ID would later be used by Ira Gaines's henchman Jonathan, who had plastic surgery to look exactly like Belkin.
Keith Palmer
Keith Palmer was the son of David and Sherry Palmer and older brother to Nicole Palmer. He was played by Vicellous Reon Shannon.
7 years before Day 1 Keith's sister Nicole Palmer was raped by a man named Lyle Gibson. When Keith found out about the rape he went to meet with Lyle. They got into a fight and Lyle was killed accidentally. Keith's father, then-Senator David Palmer was away on a business trip. Details are not clear about the death.
At the beginning of Day 1 a women named Maureen Kingsley is threatening to release the story and make it look like Keith killed Lyle Gibson, ruining his father Senator Palmer's shot at becoming the first African-American president ever.
In the first few hours his father asks what really happened the night after Nicole's rape, Keith is argumentative. He blames his father for always being away from home on business, and says that he was the only one around who could take care of things. Yet when Palmer asks, point blank, if he killed Lyle Gibson, Keith is defiantly silent. Keith turns down his father's request to come out with the truth at the breakfast. He says to his father Palmer that he is always putting his career before his family and accuses his father of trying to reach the White House at the expense of his own son going to jail. When Palmer pledges to do everything he can to prevent his son from going to jail, Keith does not believe him.
Keith is upset when he learns of his psychiatrist Dr. George Ferragamo's death. The two had been close, and Ferragamo was there for him when Keith was in pain. Yet when Palmer does not want to go public about a possible link between his campaign and the fire that killed Ferragamo, Keith becomes furious. He believes that his father is putting his bid for the Presidency ahead of a friend's murder. When Keith attempts to go to the police, his mother, Sherry Palmer, stops him. People think Keith was the one that killed Dr. Ferragamo because he knew about what happened. They think that Keith wanted to cover it up so he killed his psychiatrist.
Keith takes actions in his own hands, and threatens his fathers ex-political operative Carl Webb that he will tell the campaign financiers about his underhanded activities. Carl warns Keith that he will frame him for George Ferragamo's murder and that he has false evidence that shows it was Keith who killed Dr. Ferragamo. Keith, however, taped Carl's confession. Keith then apologizes to his father for doubting his sincerity. He now knows that Palmer was only trying to protect Keith from taking the blame for George Ferragamo's murder. Keith plays the tape of Carl's confession for Palmer, and Palmer takes the tape away from his son. Palmer explains to Keith the gravity involved in releasing the tape to the authorities. Keith is willing to accept what will be said about him in the press because he only wants to tell the truth. Palmer pledges that he will finally be there for his son. In his speech, Palmer makes it public that he will stand by his son, regardless of the outcome. After the press conference, Keith hugs his father and tells him that he loves him.
Keith Palmer is only seen in the first episode of Day 2 when he is fishing with his dad, who is now President. Unfortunately President Palmer gets a call that there is a threat that a nuclear bomb might be released and has to cut his trip short with his son but promises to make another one soon.
Nicole Palmer
Nicole Palmer was the daughter of David and Sherry Palmer and younger sister to Keith Palmer. She was played by Megalyn Echikunwoke.
7 years before Day 1 Nicole was raped by a man named Lyle Gibson. When Nicole's brother Keith Palmer found out about the rape he went to meet with Lyle. They got into a fight and Lyle was killed accidentally. Nicole's father, then-Senator David Palmer was away on a business trip. Details are not clear about the death.
At the beginning of day 1 a women named Maureen Kingsley is threatening to release the story and make it look like Keith killed Lyle Gibson, ruining Senator Palmer's shot at becoming the first African-American president ever.
During the day, Nicole helps her brother try to stop the story from coming out but nothing seems to help until his brother tapes a conversation with Senator Palmer's ex-campaign Operative Carl Webb. The tape says that there is fake evidence that can be released which implicates Keith in the death of Lyle Gibson and his psychiatrist Dr. George Ferragamo. When her mother and father fight about telling the truth and showing the tape to the public, Nicole hyperventilates and nearly passes out. She apologizes to her father, and says that everything is her fault. Palmer comforts her and assures her that she is not to blame. After Palmer's speech to the press, Nicole is proud of her father and can now finally relax and be calm for the rest of the day.
Lauren Proctor
Lauren Proctor was a hostage for Jack Bauer during season one of 24. She is portrayed by Kathleen Wilhoite. Lauren worked at Cable's Coffee Shop on Ventura. Lauren used to be married but after her sister moved in (not being able to take care of herself after a car accident), Lauren's husband Henry told Lauren she'd have to choose between him and her sister. Lauren chose her sister.
Lauren was driving her car when Jack Bauer comes from out of nowhere to hijack her vehicle. Proctor had to drive at gunpoint to a construction facility. Bauer tells Proctor to go retrieve some bolt cutters from the construction site so that he could remove his handcuffs. Bauer reveals to Proctor how he had to evade Secret Service in order to protect David Palmer. Bauer says he'll let Proctor go once he received his getaway car. He sends Proctor to go retrieve it, but she instead goes to the Secret Service agents searching for Bauer. Bauer escapes and gets to the getaway car. Proctor was driving to an appearance in court which she missed because of the incident. She was later let off for missing her case because of testimony from Jack Bauer.
Dr. Phil Parslow
Dr. Phil Parslow was the boyfriend of Teri Bauer, played by Vincent Angell. He started seeing Teri Bauer after her separation with Jack Bauer. Teri said that it was too awkward to continue, but Phil always believed that they had had a connection.
On day one, Phil met with Teri Bauer in a restaurant after she had suffered the car accident in which she thought Kim Bauer had died. He diagnosed Teri with the trauma-induced amnesia and decided to take her to a hospital. Teri resisted, so he took Teri to her home. Phil brought along his friend Chris to serve as a guard. Teri did not like the fact that Chris had a gun, so Phil stationed him outside. When Chris came in to use the restroom, Jovan Myovic charged in, killing Chris and wounding Phil. As Myovic was about to kill Teri, Tony Almeida shot him three times in the back, killing him and saving Phil and Teri. Phil was last seen being ushered into a local hospital for his injury.
Debbie Pendleton
Debbie Pendleton is the American girlfriend of Behrooz Araz at the start of Day 4. She was played by Leighton Meester.
Debbie calls Behrooz because she wonders why he has been avoiding her for the past couple of days. She follows Behrooz to Omar's compound as he drops off the briefcase. She followed him because she thought that Behrooz was seeing someone else. Omar sees that Behrooz was followed and phones the Araz house. Debbie goes to Behrooz's home while Navi Araz is out of the house. She is looking at baby pictures of Behrooz when Dina Araz pulls Behrooz aside and tells him to shoot Debbie. He decides not to shoot her, but Debbie dies from rat poison in the tea that Dina had given her just in case Behrooz backed out of the deal.
Later, Debbie's mom, Karen Pendleton, stops by the Araz house, looking for Debbie. Dina tells her that Behrooz hasn't seen Debbie, but suddenly Debbie's cell phone starts ringing. Mrs. Pendleton hears the phone and becomes suspicious, but Behrooz appears and tells her that he and Debbie had the same ringtone and that she heard his phone ringing, not Debbie's.
Other minor characters
- Erica Vasquez was the mother of Jamey Farrell who came to CTU to collect her deceased daughter's possessions. She was led to believe that Jamey had committed suicide. Later CTU discovers that Jamey was actually murdered by Nina Myers. She is featured in day one and is portrayed by Christine Avila.
- Frank Allard was Dan Mounts' friend (or brother) and was involved in a botched drug deal with undercover investigators during Day 1. Dan and Rick were supposed to use the money from Gaines to pay off the drug deal, but they were never paid. The deal was a sting operation and Frank was arrested. He is featured in day one and is portrayed by Edoardo Ballerini.
- Maureen Kingsley is a news reporter who received a lead implicating Keith Palmer in the death of Lyle Gibson, rapist of Nicole Palmer. David Palmer, knowing nothing of the incident and believing this to be false, insisted she not go forward with the story. However, on discovering her facts to be true, and upon learning of the subsequent cover-up, he decided to go forward with the story. Maureen later withdrew her story upon receiving threats from Carl Webb and his associates. She is featured in day one and is portrayed by Devika Parikh.
- Dr. George Ferragamo was Keith Palmer's therapist, who leaked the confidential information about Keith to reporter Maureen Kingsley. According to the Special House Subcommittee's Findings at CTU, Governor Hodges (D-CA) (who ran against Palmer in the Democratic Primary) secretly paid Ferragamo to leak to the information to Kingsley. David Palmer called Ferragamo to warn him that he was in danger, but Ferragamo believed that Palmer was merely threatening him and hung up. Later, Dr. Ferragamo was killed in a fire. He was featured in day one and is portrayed by John Prosky.
