Rafael Correa (born 1963) is an economist and politician in Ecuador. He is the front-running candidate for the presidency of Ecuador in the upcoming 15 October, 2006 election. He received a Ph.D. in economics from the University of Illinois in 2001 and served as the economy minister under the current Alfredo Palacio, a position which he resigned from after four months.

Platform

His platform includes not renewing a treaty with the United States permitting their use of the Manta air base as an operation site for drug surveillance flights. He seeks to restructure Ecuadorean debt and reduce debt payments against the recommendations of the WTO. He is also noted for close ties to Venezuelan president Hugo Chavez.
