On second thoughts, I realised this was referring to Tripoli in Greece. I did this the maths way.

On Arcadia, [Tripoli] currently covers about 18% of the entire peninsula

  • 18% * 4,419 km²
    • = 795.42 km²

The population density is 23.09/km²

  • 23.09 inh/km² * 795.42 km²
    • Approx 18,366 inhabitants
