Chinavision was created in 1984 by Francis Cheng of Toronto to provided pay-TV station to Chinese viewers in Toronto and Vancouver (Edmonton and Calgary) in 1987 by acquiring Cathay Internation Television Ltd (Cathay). The station rights were later given to Fairchild Communication Ltd. (owned by Happy Valley Investments Ltd via Mr. Thomas Fung) and Condor (owned by TVB Limited of Hong Kong) after receivership in 1990, later called The Fairchild Group to form Fairchild TV in 1993.
