James Kerr Kelly (1819-1903) was a United States Senator from Oregon from 1871 to 1877. Kelly was also a justice on the Oregon Supreme Court, serving from 1878-1880. He also was Chief Justice during that time. Kelly was appointed to the position to replace James F. Watson, but was not elected to a full term after his partial term expired.[1]
