This warning was erroneously removed earlier this morning. Check the edit history of Northport, New York and you'll clearly see that although Russellmba hasn't made an edit since 10/24, it's obviously the same person continuing to make the exact same edits every day as other IP addresses, right up to this morning.

User has been warned repeatedly in edit summaries and received multiple warning messages but he/she refuses to stop removing facts that they just don't like because they obviously live there (because this user also created an article for the street they live on which has already been removed). User has undone explained reverts three times this week including removal of citations (to hide the truth?).
