Opening Statement
This particular IP has vandalized Wikipedia since 2004, with in excess of 60+ warnings and messages on the users talk page[[1]], including a notice that the user had been blocked several times before it shows that this user had all intent and still does to vandalize Wikipedia and to disrupt its success as much as possible. The user is using an ip that appears to be registered to the Government of Tasmania (probably Education Dept)[[2]] and most likly thinks he is safe. I have good reason to beleave that the users of this IP also use IP 203.52.130.139, please see why > [3].
Abstract
My conclusion is that that the following actions need to be taken. Unfortuently because it is a goverment educational facility and no company abuse details are listed you will have to call general enquireies and get diverted to whoever you need to talk to, talking to the ISP is out of the question.
- Ring the Govt. of Tasmania and explain the situation, check that the IP belongs to them first then use times, dates and examples to get the point across and ask them to check proxy logs to take appropriate action against the vandal..
- Failing the ISP's co-operation, Ban the IP from editing with 1 year time intervals with no leniency for further offences after the initial ban.
Overview
- User: 203.52.130.138 is an IP address based in Australia - Hobart - Telstra (ISP). and according to a notice on the talk page it is used by the Government of Tasmania (Education Dept, this cannot be 100% confirmed but is most likly true .
- A phone number and email address for the ISP only are available in the whois[4]
- The user has made ~480(Accurate to +-20 edits) edits, at least 85% are malicious, but most recent edits are 97.5% malicious.
- In consequence, the user has been blocked from editing on six occasions by six different admins.

- Update
I've closed all requests that have this template, because a second attempt was done to contact the responsible organizations. The results were overall positive, as I did receive some replies that indicated that the responsible organization was going to look into the issue.
