Central Management Services (CMS) serves as the operational engine to over 80 State agencies, boards, and commissions under the Governor, ensuring they deliver efficient and dependable services to all Illinois residents. The agency is committed to driving the State forward through innovative, responsive, and effective solutions that provide optimal value for both Illinois State government and its citizens.

CMS is responsible for a wide range of statewide services, including human resources management for the nearly 50,000 State employees; statewide labor relations; employee and retiree benefits programs covering nearly 500,000 lives; property and facilities administration, diversity initiatives in State employment, joint purchasing, fleet management, surplus property handling, print and digital communications, operational excellence services, and coordination of administrative hearings.
