Everything is explained when we realize that by posthypnotic suggestion from Ratswami, Geronimo, without his knowledge, built a huge hypnotism device in the middle of the city that allows this swindler to carry out control of the entire population.

As it turns out, it was also a way of distraction plotted by Sally that ends with Cheesewheel stealing an airship arriving in New Mouse City that Geronimo was also going to do an article on.
