Fair use rationale for Image:Dundalkflag.jpg

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.

Poop Plant
[edit]Look, I get that my addition of the Poop Plant was deleted because it didn't follow Wikipedia's style guidelines or whatever (I even called it by its proper name!), but somebody who is more acquainted with how things are done around here should really look into adding something about it that is more in line with Wikipedia's policies and whatnot. I'm being entirely serious. People who aren't from the area probably think it's just a joke, and people who are actually from Dundalk would insist that it shouldn't be included out of pride or something. Moose and Molly?
[edit]It is possible that the newspaper comic strip characters Moose & Molly Miller (from the Moose and Molly comic strip) are residents of Dundalk, MD.
In the comic strip, a business named "Dundalk Meats" is often shown delivering beef. Presuming that the Millers live in the United States and presuming that such a business is named after its location, then it is likely that Dundalk, MD is the setting for the comic.
Perhaps an editor with knowledge of Dundalk and/or Moose and Molly could add their names to the resident list (of course with caveat that they are fictious personages).
