Clarify on Membership?

I've recently revised the text of the main article to refer to the Fulu Pai as an informal organization (since it incorporates membership from other Daoist circles). However, I'm not a Daoist myself, so I'd be interested to hear if that's accurate, or if Fulu Pai is more structural than what I can seem to find via Google?
