I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. Soviet history
[edit]I would suggest not to list the table of champions of Soviet Second LeagueB, Zone 7 and 8. Because, it didnt include only kazakh teams, but neighboring uzbek, tajik, turkmen teams. Also, teams like Kairat, Meliorator, Traktor, Shakhter played in higher Soviet divisions those years. So, the first normal Kazakhstan League started only after the Independence, i.e. in 1992.
