This article takes the point of view of an American reader:

The Standard Missile-2 (SM-2) is the Navy’s primary surface-to-air fleet defense weapon."

For example, I assume "Navy's" is supposed to refer to U.S. Navy.

As remarked by Joffeloff, this article is a verbatim copy from [1] and without layouting and wikifying in no shape for wikipedia anyway. Because Standard missile covers both the SM-2 and the SM-3, I suggest to redir there and maybe add a reference to the above mentioned source to the article.
