I found an article at NieuwsBank, which states:

The old partnership with the Polish sister city Kędzierzyn-Koźle was terminated. The partnership was made in 1994, but was terminated because of lack in institutionalized partnercontacts between the two cities.

The article can be found here: http://www.nieuwsbank.nl/inp/2002/10/30/R041.htm This refers to the city-website from Soest [1], where this news was found.
