Fair use rationale for Image:San Martin Region COA.png

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. MISTAKES!!!
[edit]Extensive parts of this article were obviously written by someone with a Spanish-language background - it is totally unintelligible. Thus, the article needs to be re-written with accurate sources and in proper English. All or part of the article was obviously machine translated by someone who doesn't know English. I have started working on this today. External Link Question
[edit]I wasn't sure if I could add tarapotolife.com as an external link. I am an English freelance writer living in Tarapoto (2 years approx) and Tarapoto Life is one of my projects. I know that blogs tend to be frowned upon as external links, but the site is arguably one of the most informative Tarapoto resources available online in English (I'm a bit biased, obviously). - I live in Tarapoto also, since April 2007. Apparently no one cares, because they haven't taken it off yet. I support the presence of this external link here, especially since it is not being used as a source for text in the article. Jeffrey Scott Maxwell (talk) 05:52, 25 March 2011 (UTC)
