Name? Banner? Categories?

This template seems misnamed. Government of New York seems more appropriate IMO.

Doesn't seem to be any banner.

I would like to delete the section on judiciary which is now in a separate template: http://en.wikipedia.org/wiki/Template:New_York_State_Judiciary (didn't want to invoke it here!).
