I want to create an account. I think I have proven my constructive ability to edit based on my contribution history, but there's a very broad IP partial block due to things not relevant to me which has prevented me from creating an account thus far. Is it possible for the block range be reduced to exclude my IP address range to permit me to create an account? I want the username to be Obamafan2008, and my focus is mainly what I've already been editing -- Al Gore and associated pages. I would request an account but I don't want my email to be public on Wikipedia.

@Yamla and other administrators/editors with IPBE; When I did that last time, the request was declined because this IP address is shared (or something along those lines, I don't recall exactly). I rely on this address range for personal reasons since I'm not always connected to my home internet because I travel regularly. How can I edit from this range with an account if I can't create one?

As mentioned above, WP:ACC is available. The email address associated with a user account is never published on-wiki except by the user if they so choose.
