Blurry picture of two historical 19th-century US army swords. Messy history of licensing claims. Sourced to a modern book publication, but it's never been made clear what this actually is: are these blurry reproductions of photographs, or drawings? Is the original a contemporary 19th-century print, or modern? If the original is 19th century, and was published back then, it would obviously be PD-old. This seems quite likely, but the uploader has so far failed to provide the necessary information to verify it. The uploader has also claimed he has a licensing clearance from the publisher of the modern book, but this has not yet been verified through OTRS (and it's unclear if the publisher would in fact be the copyright holder). That leaves us with a claim of fair use. A claim of irreplaceability has been affirmed by two admins, but this is more than questionable: if the purpose is just to show what these swords look like, a simple Google search shows that antique swords of both types exist in abundance, so photographs of authentic tokens could easily be taken. The only reasonable case for NFC would be if these were old, but previously unpublished original design drawings, and the purpose of use in the article was to discuss the design process. I have changed the license tag from {{PD}} with "no reason given!" to {{PD-US-1923-abroad}}. Originally it was {{PD-Russia}}, but that template has disappeared without a trace. - It should not be tagged as being in the public domain in Russia simply because it isn't in the public domain in Russia. The copyright expires 70 years after the death of the artist (i.e. in 2017), unless certain (hopefully unusual) exceptions apply. The result of the discussion was: Kept - I invite the nominator to consider that it may have been taken on one day, and edited (creating this specific image) and uploaded on another, or the camera's date may be incorrect, or it may be a simple mistake. According to the MetaData for this image, it was created January 4, 2008. The uploader claims in the Summary that it was created December 11, 2008. This is only a month difference, but still an off discrepancy. Furthermore, the uploader, an account named "NoRivalsMedia" has edited the bio of someone who founded an organization named No Rivals Media. The username could be an impersonation or have a COI. In any case, someone who creates an image should know when they created it, so I suspect this image was not created by the uploader and it is a potential copyvio. Keep. I don't believe this discrepancy in reported date taken merits deleting the image. The uploader does appear to have a close connection with the subject based on editing patterns, but in this case that makes it more likely that the photo was an original candid shot taken by the uploader.
