- Keep. I have clarified the information on the file page as follows:

The Russian licence is placed here on the understanding that the military is a state government agency and that its promotional photograph of one of its WW2 army entertainment corps (i.e. this image) is a state agency document, and it is "other materials of legislative, administrative and judicial character". The photograph is administrative because the entertainment corps, of which he was a prominent member, was regularly taken around other countries to promote the USSR, and defection was not unusual. It was necessary to be able to identify all members of the corps.
